a. Motion to approve the Minutes of the special Village Board meetings of August 2, 2010 and August 3, 2010.
b. Motion to approve pre-paid checks #51820-51832 in the amount of $88,840.20 and current checks # 51833-51902 in the amount of $113,048.64.
c. Motion to approve the appointment of Bev Severance as an Election Inspector for a term commencing on August 23, 2010 and expiring on December 31, 2011.
d. Motion to approve the issuance of an Operator’s License to Britni A. Steinberg (Crapps).
e. Motion to approve the issuance of Temporary Operator’s Licenses to Troy M. Sjodin and Sheila Erbach McGinn (McFarland Youth Hockey Day at the Rink).
f. Motion to approve the appointment of Michael Brennan to the Police and Fire Commission.
5. BUSINESS.
a. Action on a recommendation from the Public Safety Committee that a “Special Event License” and a Temporary Class “B” Fermented Malt Beverage License be issued to McFarland Youth Hockey Association for the Day at the Rink event to be held at 4812 Marsh Road on Saturday, August 28, 2010 from 10:00 a.m. to 11:00 p.m.
b. Action on a recommendation from the Public Safety Committee that a variance from Section 20-59 (b) of the Municipal Code (noise ordinance) be granted to McFarland Youth Hockey Association to allow a 11:00 p.m., rather than 10:00 p.m., ending time for the band performance at the “Day at the Rink” event on Saturday, August 28, 2010.
c. Action on a recommendation from the Public Safety Committee that a variance from
Section 20-59 (b) of the Municipal Code (noise ordinance) be granted to McFarland Family Festival to allow an 11:00 p.m., rather than 10:00 p.m., ending time for the amusement rides at the Family Festival on Friday, October 1, 2010 and Saturday, October 2, 2010.
d. Action on a recommendation from the Public Works Committee that proposed Ordinance #2010-17, relating to regulation of the construction of mailboxes located in the street terrace, be approved. [NOTE: This Ordinance was referred back to the Committee at the August 9, 2010 Village Board Meeting]
e. Action on a recommendation from the Police and Fire Commission to retain a consultant to provide selected professional services as part of the Police Chief hiring process.
f. Discussion of the possibility of placing a local referendum question on the November election ballot regarding potential imposition of a 0.5% RTA sales tax to fund regional transit services.

(3) Yard Waste/Brush Drop-off Site is open; curbside brush chipping for September has been cancelled

7. CLOSED SESSION.
a. Motion to convene in Closed Session in accordance with Wis. Stats. §19.85 (1) (e) to deliberate or negotiate the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session (possible acquisition of property).
8. OPEN SESSION.
a. Motion to adjourn the Closed Session and reconvene in Open Session to act on items of business discussed in Closed Session.
9. ADJOURNMENT.
